Summary:
The District is recruiting to fill one open Accounting position. The candidate will be hired as either the Accountant I or Accountant II classifications based on his or her qualifications. Each classification is generally described below.
Under general supervision of the Finance Director, this position will be responsible for the duties and functions as listed in the job description below with focused responsibility on the District’s Grant programs which includes monitoring spending, grant accounting, payment request creation and submission and reporting.
Accountant I:
Essential Functions:
Duties and functions, pursuant to the Americans with Disabilities Act, may include the following (but not limited to):
- Maintains accounting ledgers by creating, reviewing, and posting accounting transactions, insuring transactions are processed in accordance with District policy, applicable laws and regulations, generally accepted accounting principles (GAAP), and sound business practices.
- Prepares accounting transactions for routine and non-routine accounts payable, cash receipts, billing, grants or other accounting transactions by verifying documentation from multiple sources.
- Researches and resolves complex and difficult billing, invoicing, financial and accounting issues.
- Prepares asset, liability, inventory, and/or capital accounting entries by compiling and analyzing general ledger account information.
- Reconciles accounts, identifies and prepares corrections by collecting and analyzing account information and analyzing accounting options.
- Prepares financial statements for external reporting or financial reports by preparing preparation of balance sheets, income statements, cash flow statements, and reports; collecting, analyzing, and summarizing general ledger account information and trends; applying skills and knowledge of accounting and reporting requirements of GAAP.
- Prepares financial analysis, data analysis and trend analysis to produce financial and graphical reports.
- Assists with annual audit by accumulating data in a timely and accurate manner.
- Assists in the development of guidelines, procedures and templates for financial review and reporting.
- Maintains accounting controls and financial security by following policies and procedures and internal controls
- Other duties as assigned.
Required Education, Knowledge and Experience:
- Bachelor’s degree from an accredited college or university with major course work in Accounting and at least 24 college semester hours in Accounting;
- Or, an Associate’s degree from an accredited college or university with major course work in Accounting and at least 18 college semester hours in Accounting and two years’ direct experience in Accounting.
Preferred Qualifications: Experience with Federal grants, experience reviewing and approving transactions.

Accountant II:
Essential Functions:
Duties and functions, pursuant to the Americans with Disabilities Act, may include the following (but not limited to):
- Maintains accounting ledgers by posting/reviewing and/or approving the posting of accounting transactions, ensuring transactions are processed in accordance with District policy, applicable laws and regulations, generally accepted accounting principles (GAAP), and sound business practices.
- Prepares and/or reviews accounting transactions for routine and non-routine accounts payable, cash receipts, billing, or other accounting transactions by verifying documentation from multiple sources.
- Prepares and/or reviews grant accounting entries and reconciliations by compiling and analyzing general ledger account information.
- Prepares and/or reviews asset, liability, inventory, and/or capital accounting entries by compiling and analyzing general ledger account information.
- Leads reconciliation of general ledger and/or bank accounts and resolves account discrepancies by reconciling and/or reviewing the reconciliation of statements and transactions and investigating documentation, creating adjustments, and facilitating discrepancy resolutions for other accounting staff members.
- Prepares financial statements for external reporting or financial reports by preparing and/or overseeing the preparation of balance sheets, income statements, cash flow statements, and reports; collecting, analyzing, and summarizing general ledger account information and trends; applying advanced skills and knowledge of accounting and reporting requirements of GAAP.
- Research accounting standards and government regulations (existing and new) and related reporting/ information requirements, organizing/summarizing research results, and presenting recommendations to management.
- Drafts and reviews procedural, financial, and/or other information and guidance to ensure compliance with District policy, applicable laws and regulations, generally accepted accounting principles (GAAP), and sound business practices.
- Assesses internal accounting controls for effectiveness; presents procedural recommendations to management; maintains financial.
- Other duties as assigned.
Required Education, Knowledge and Experience:
- Bachelor’s degree from an accredited college or university with major course work in accounting of at least 24 college semester hours, and
- Four (4) years’ direct experience in accounting which includes reviewing and approving transactions.

Physical Demands:
This job operates in an office setting. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. This is largely a sedentary role; however, some filing may be required. This would require the ability to lift files, open filing cabinets and bend or stand as necessary. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Hours of Work:
This is a full-time position of a minimum 40-hour week. Days and hours of work are Monday through Friday, 8:00 a.m. to 5 p.m. Evening and weekend work may be required as job duties demand.
Travel:
No regular travel is required. Periodic travel for training or conference attendance may be necessary.
Compensation:
This position will be filled at one of the following levels depending upon candidate qualifications. (Starting hourly rate.)
Accountant I: $24.90 – $30.85 DOQ/E
Accountant II: $28.92 – $35.05 DOQ/E
