Under general supervision of the Assistant Chief of Administration, the HR Administrative Technician is responsible for performing complex analytical work in recruitment, employee benefits, employee relations, position classification, and compensation actions of the Human Resources Division. The individuals in this position exercise independent judgment and act as lead in conducting research and developing recommendations, strategies, and cost estimates. 

Essential Human Resources division duties to be performed include, but are not limited to:

  • Provides guidance and communicates with management and employees relative to interpretation and implementation of Human Resources policies and procedures. Assists in problem-solving activities and addresses issues as they arise. Monitors situations to ensure problems are resolved.
  • Prepares and maintains various human resources correspondence, reports, presentations, charts, operational procedures, records and files relative to areas of specialization and/or HR overall. Uses automated systems to accomplish some work activities. 
  • Develops and/or facilitates training sessions, presentations, orientations, etc. to communicate information to various employee groups or management. Room set-up and the use of audio-visual equipment may be required. 
  • Performs benefits administration to include claims resolution, change reporting, and communicating benefit information to employees. Coordinates insurance enrollments and communicates with service providers concerning routine administration of programs.
  • Onboarding of New employees; communicate with new employees on the onboarding process and completion of required documentation. Train new users and employees on Employee Self-Service. Coordinates the performance management process; updates and maintains performance evaluation forms and related documents; inputs, tracks and calculate/analyze merit increase and develop related correspondence; identifies and recommends process improvement.
  • Maintain Human Resources Information System and processes, including personnel records files, databases, forms, and other records.

Job Description – Administrative Technician II

Essential Functions:

Duties and functions, pursuant to the Americans with Disabilities Act, may include the following (but not limited to):

  • Interfaces with the public and District members to timely and accurately as needed receive drafted plans and request for inspection.
  • Collects fees from public members and apply appropriately.
  • Serves as staff support for various projects, and/or events. Provides support activities for the district such as answering telephones, assisting visitors, and resolving problems.
  • Presents a professional, welcoming first contact to all clients, vendors, staff, etc. – by phone, in person, and email.
  • Sorts, delivers and picks-up mail.
  • Prepares memos, letters and other correspondence using computer, spreadsheets, databases, or presentation software as needed.
  • Maintains calendar, schedules meetings, conferences and events, plans travel itineraries and makes travel arrangements.
  • Supports general purchasing and receiving functions and performs all related administrative documentation associated with receiving and shipping in accounting software.
  • Assists in maintaining office appearance, meetings and event set up, coordination, tear down and clean up.
  • Assists executive team in handling requests, queries, planning, coordinating, estimating, and scheduling maintenance and projects.
  • Provides timely and accurate delivery of items received to appropriate parties.
  • Organizes and coordinates projects, conferences, and other events.
  • Maintains District asset inventory, performs and reports annual asset inventory for all District assets.
  • Develops and maintains proficiency in operation of AV systems within the organization and assists with employee setup for presentations.
  • Communicates with all parties as to the status of products and services required for the District to maintain an efficient and effective operation and to support and facilitate ongoing quality service.
  • May assist in specification development for Request for Quotes, Invitation for Bids, and Request for Proposals for goods and services. Work involves planning, research, organizing, coordinating various types of solicitations, reviewing bid and final negotiations.
  • Performs other duties as assigned.

Physical Demands:

This job operates in an office setting. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. This is largely a sedentary role; however, some filing may be required. Position also requires walking throughout District building onsite and occasionally building offsite. This would require the ability to lift files, open filing cabinets and bend or stand as necessary. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

  • Ability to stand, walk, reach with arms and hands, climb or balance, and to stoop, kneel, or crouch.
  • Ability to move freely from sitting to standing to squatting positions and be able to lift and carry objects weighing up to 50 pounds.

Hours of Work:

This is a full-time position of a minimum 40-hour week. Days and hours of work are Monday through Friday, 8:00 a.m. to 5 p.m. Evening and weekend work may be required as job duties demand.  Currently, the feasibility of an alternate work schedule of (4) 10 hr. days (4-day workweek) is being considered and expected to be offered in FY24.



No regular travel is required.


Required Education, Knowledge, and Experience:

  • High School Diploma or equivalent.
  • Minimum three (3) years of experience providing administrative support.
  • Minimum three (3) years of experience in customer service.
  • Proficiently use Microsoft Office applications, i.e., Word, Excel, and Outlook.
    College credit may be substituted for experience for a single year.

Licenses & Certifications Required:

  • Class C Driver’s License

Compensation:  Starting Hourly Rate: $21.40 – $23.41 DOQ/E
