Division:Human Resources

Classification:  Regular, Full-time, Non-exempt

Summary:

Under general supervision of the Human Resources (HR) Director, the HR Generalist is responsible for performing complex analytical work in recruitment, employee benefits, employee relations, position classification, and compensation actions of the Human Resources Division. The individuals in this position exercise independent judgment and act as lead in conducting research and developing recommendations, strategies, and cost estimates. Primarily responsible for conducting work force analysis, interpreting data for the development of human resources programs and procedures, and devising methods and establishing criteria for studies and surveys.

Essential Functions:

Duties and functions, pursuant to the Americans with Disabilities Act, may include the following (but not limited to):

  • Conducts research on various topics related to human resources administration and analyzes and integrates data to determine occupational and market trends; draws conclusions and makes recommendations based on that data.
  • Provides guidance and communicates with management and employees relative to interpretation and implementation of Human Resources policies and procedures. Assists in problem-solving activities and addresses issues as they arise. Monitors situations to ensure problems are resolved.
  • Assists in the development of policies, procedures, processes and programs for use within District Divisions to facilitate the efficient flow of human resources information and requirements. Collaborates and participates on teams for projects related to areas of specialization.
  • Prepares and maintains various human resources correspondence, reports, presentations, charts, operational procedures, records and files relative to areas of specialization and/or HR overall. Uses automated systems to accomplish some work activities.
  • Develops and/or facilitates training sessions, presentations, orientations, etc. to communicate information to various employee groups or management. Room set-up and the use of audio-visual equipment may be required.
  • Performs benefits administration to include claims resolution, change reporting, and communicating benefit information to employees. Coordinates insurance enrollments and communicates with service providers concerning routine administration of programs.
  • Writes and revises job classification specifications. Review jobs for classification and compensation.
  • Conducts recruitment effort for exempt and nonexempt personnel, interns, and temporary employees; assist with new-employee orientations; writes and places advertisements.
  • Onboarding of New employees; communicate with new employees on the onboarding process and completion of required documentation. Train new users and employees on Employee Self-Service.
  • Maintains the equal employment opportunity plan; files EEO-4 report annually; maintains other records, reports, and logs to conform to EEO regulations.
  • Assists with or acts as the lead on special projects and assignments when required. Serves on various special and ad hoc committees.
  • Prepares proposals, to include objectives, performance measures, cost estimates, etc.
  • Coordinates the performance management process; updates and maintains performance evaluation forms and related documents; inputs, tracks and calculate/analyze merit increase and develop related correspondence; identifies and recommends process improvement.
  • Maintains and administers District’s Timekeeping Management System, accrual profile set-up; review time sheets, work charts and other information to detect discrepancies; process transfer, promotion, and resignation; maintain all employee leave accruals; compile timesheet records for payroll processing.
  • Maintains District Sick Leave Pool benefit.
  • Reviews and process accident/on-the-job injury reports and workers’ compensation claims and files all insurance forms and Texas Workers’ Compensation Commission (TWCC) reports in a timely manner, including wages statements, First Report of Injury, Supplemental Reports, and job information. Reports information to outside governmental agencies.
  • Provides technical assistance to departments on human resources issues.
  • Identifies need for and develops job analysis tools such as forms, manuals and database programs.
  • Assists in the development and application of job analysis techniques and procedures.
  • Prepares reports, presentations, program plans, and statistical analysis utilizing a personal computer and associated desktop software applications (e.g. Word, Excel, Access).
  • Maintain Human Resources Information System and processes, including personnel records files, databases, forms, and other records.
  • Maintain District intranet and internet webpage pertaining to Human Resources Section.
  • Maintain compliance with federal and state regulations concerning employment, including FLSA, ADA, COBRA, EEO, Civil Rights Act, and FMLA; and provides recommendation and follow-up as needed.
  • Assists the Human Resources Director with special projects and assignments.
  • Contribute to team effort by performing other related duties as assigned.

Hours of Work:

This is a full-time position of a minimum 40-hour week. Days and hours of work are Monday through Friday, 8:00 a.m. to 5 p.m. Evening and weekend work may be required as job duties demand. 

Travel:

No regular travel is required. Periodic travel for training or conference attendance may be necessary

Required Education, Knowledge and Experience:

  • Bachelor’s degree from an accredited four-year college or university in Human Resources Management, Public Administration, Business Management or Administration or related field is required.
  • Minimum of three (3) years of progressively responsible experience in at least one of the following functional areas of human resource management: employment, compensation/classification, benefits, or employee relations, is required.
  • Any work-related experience resulting in acceptable proficiency levels in the above knowledge, skills, and abilities may be an acceptable substitute for the above-specified educations and experience requirements.

Licenses & Certifications Required:

  • Valid, Class “C” Texas Driver’s License required.
  • PHR or SHRM-CP certification preferred.

Compensation:  Starting Hourly Rate: $27.11 – $37.49   DOQ/E
